Garton is a notorious criminal who keeps worming his way through the legal system of Bree to continue his streak of crime and violence through the lands. He somehow managed to convince the mayor he was not Garton, but in fact a man named Stretch. I know the irony here, that I nick-named him this before I ever became a watcher. And addressed him as such when I saw him, I now realize why he said yes, it was him when I called him by that name. Because he knew I would, and refrained from responding to his actual name.
I've managed to compare old sketches from his old arrest records when The gaffer, Rhyanda, Thilech, Jufney, and the rest arrested him often. We've confirmed that it is infact Garton, and his legal immunity has been revoked. This is a victory for the law.

Investigation Report: The hawk that keeps getting away: Case resolved.
I have met with Garton Hawkwing in The Prancing Pony. He spoke to me of being tired of fleeing, wishing to be that of a free-man. Reminding him of his crimes, and that will not simply disappear, he offered his services as well as his followers to the Watch.
Of course, this has always proven folly in the past. Even to that of the formerLieutenant Rhyanda and Constable Thilech whom both made agreements with him in the past.
And both were betrayed, not surprisingly. I suspect to have the same experience, however it matters little if his word is true or not. He will only dig himself deeper if he does not keep his word, which will simply allow us to swoop in on his ring of criminals swift and seamlessly.
The future will tell if there is any good left in that shell of a man, which I highly doubt.

The following agreements have been made by both parties and are to be enforced by all Watchers and Garton's men, and Garton himself.

All Red Rose Merchants shall wear identifying Arm-bands with the crest of the watch on it when working under orders from the Watch or in sanctioned operations.
All present members will send in forms containing truthful information about their identities and current state.
All will be subject to sentences and fines from this point on, without resistance.
All will legally be recognized as prisoners or subjects of the law.
All will keep the Watch informed of current information and events or report useful information.
Failure to comply to these agreements will potentially break the agreement and forfeit the tolerance from the Watch, resulting in appropriate Lawful action on sight.

Investigation Report: The hawk that keeps getting away: Case Re-opened
It seems that Garton's leadership over the Red Rose Merchants has been wrenched from him, we must await until he may win it back to proceed with the agreement. Whether this is merely a plot to trick us I am not sure, but I am well ready and prepared for whatever should become of it.
If this is a ploy, it is a very elaborate one. Such isn't unknown of Garton, but regardless time must tell.
