Hearing no dissenting voices Helcequen writes directly to the Commander of the Order of the Arrow. Protocol would dictate going through the hierarchy of her own order, i.e. the offices of Lady Danel but Danel gave Helce a good deal of latidude in her actions.

My dear Lady Yrill,
I understand you are planning to take an Arrow patrol west into the Lone Lands and that you may come near to the old fortress at Weathertop. One hears many things while convalescing, I apologise if I am being presumptive.
During my recovery, I have been studying some of the scrolls we recovered from Eregion along with some of my own and those held at the Pillar hall.
I believe there maybe something worth looking into regarding the incursions by Orcs and other foul creatures in the area to the North of Weathertop. I am embarrassed to ask as although I would love the opportunity, I do not feel well enough to even request that I accompany you myself.
I would be most grateful if you could thoroughly search any place that is being used by anything you would consider a significant leader among these creatures. Also the bodies of any such and their close aids for papers, maps and orders, distasteful though that will be!
At the moment I have hints and fragments that suggest a possible threat to our own northern borders but I would rather not commit any further in written form. As you know I passed by these lands before my arrival in the Valley when I became known to the house of Vanimar. So it is more than mere scholarly speculation that I base my request on.
I would greatly appreciate any help you can offer me in this matter.
